Finnish industry classification TOL 2025 and companies by industry

The TOL industry classification places each Finnish company in an industry. This page lists the 22 sections and 87 two-digit industry codes of Statistics Finland's TOL 2025, with the number of companies by industry from PRH open data.

An industry code is often the first filter in a target list. Compare B2B database providers to see which ones let you search Finnish companies by TOL code.

TOL 2008 / TOL 2025

What changed from TOL 2008?

TOL 2008 had 21 letter sections; TOL 2025 has 22. According to Statistics Finland, the former information and communication section split into publishing and content production (J 58–60) and telecommunication and IT services (K 61–63). Section letters therefore moved one step forward from the old K: financial and insurance activities, for example, moved from K to L.

In trade (G), motor vehicle sales and repair are no longer a separate group; they moved into wholesale (46), retail (47) and repair (95). Retail is now divided by the goods sold rather than the point of sale, and online retail is no longer separated from traditional retail. About twenty new intermediation classes were added, such as platforms that intermediate accommodation (55400).

PRH open data already stores main business lines as TOL 2025 codes: in this page's data every TOIMI4 code is a TOL 2025 five-digit code. Statistics move to the new classification topic by topic during the transition period set by EU regulation.

Methodology

How the counts were made

The classification comes from Statistics Finland's classification service and the counts from the PRH open-data bulk file. Both retrieval dates and sources are listed below.

  1. Classification

Sections and two-digit divisions in Finnish and English from Statistics Finland's open classification service (Toimialaluokitus TOL 2025), retrieved 30 October 2026.

  2. Companies

PRH open-data bulk file (all_companies) of 30 October 2026: 465,707 rows, of which 463,271 have Trade Register status registered.

  3. Counting

Each registered entity is counted once by its PRH main business line. The five-digit code is rolled up to its division and section through the TOL 2025 hierarchy.

  4. Check

The build stops if any PRH TOIMI4 code is missing from TOL 2025, so a mix of code sets cannot pass unnoticed.

Limitations you should read

  • Counts are entities registered in the PRH Trade Register, not Statistics Finland's enterprise or establishment statistics.
  • Housing companies and other registered organisations are included, which is why real estate (section M) is the largest section.
  • 1,493 registered entities had no TOL 2025 main business line (an older code set or no code). They are excluded from the section counts.
  • Each entity is counted once, by the main business line recorded with PRH. Secondary activities are not counted.

Who publishes these lists? The DM Faster team builds each ranking from public company data and states the limits in the report.

Questions

Questions about the industry classification.

What is the Finnish industry classification (TOL)?

TOL is Statistics Finland's standard industrial classification. It groups companies and organisations by their main economic activity. The current TOL 2025 version applies from 1 January 2025 and follows the EU's NACE Rev. 2.1 at levels one to four; the five-digit level is national.

What is a Finnish industry code and where do I find it?

An industry code is a five-digit TOL code for a company's main business line. The first two digits are the division (for example 62, computer programming and consultancy) and the letter is the section. A company's own code appears in the Finnish business information system YTJ and in PRH open data.

How does TOL 2025 differ from TOL 2008?

TOL 2008 had 21 letter sections; TOL 2025 has 22. According to Statistics Finland, the former information and communication section split in two (J and K), so section letters moved one step forward from the old K. Financial and insurance activities, for example, moved from K to L.

How many companies are there in Finland by industry?

In the PRH open-data file of 30 October 2026, 461,778 entities registered in the Finnish Trade Register carry a TOL 2025 main business line. Section counts are in the table on this page. They count registered entities, not Statistics Finland's enterprise or establishment statistics.
